In 1998, the new Transportation Equity Act for the 21st
Century (TEA-21) was passed. TEA-21 brings an average
of 44 percent increase to in federal funding through the year
2003. This bill authorizes an astounding $216 billion for
highway and transit systems from 1998 to 2003. Federal funding
for highway programs will rise from about $18 billion in 1998
to $26 billion through 2003. Pete Ruane, president of the
American Road & Transportation Builders Association, says
"The bill will create approximately 500,000 new jobs and sustain
1.5 million existing jobs in the highway construction" industries.
